Fully resonate. Two thoughts from both sides -

1. Who makes the call - if the person is unable to talk, they will send a message "whats up, anything urgent"...and I feel like why should I reach out only when urgent? I say nothing important and then months pass by when I try again.

2. One who receives a call - Sometimes I just do not want to talk or talk to a particular person as I dont know what to talk about.

I think we have lost the ability to talk without an agenda or an outcome. Everything has become very transactional. Days of casual talking is over.
